The Culture Conspiracy and Development Planning in Africa

Of the various arguments on why development plans have not always been successful in meeting their objectives in Africa, one that is probably pertinent and which is considered central to any future hope of success is the failure to anchor development planning in the history and context of African countries. It is this deficit of historical context and cultural anchorage, amplified in myths about the incompatibility of African cultures with development and/or modernization projects, that the African Institute for Economic Development and Planning (IDEP) seeks to contribute to redressing through its Workshop Series on Cultures of Development.

This volume from the series explores the cultural basis of development and the nexus between culture and development in a historical African context. The contributors argue, inter alia, that culture is a critical anchor for development and the changes associated with it, just as development is itself a cultural process which generates cultures of its own. The authors stress the important role of culture in providing a popular foundation for development but also in effective development communication and the sustainability of development.

The contributors in this volume do not only provide a more nuanced reflection on ways to give a cultural base to development planning to suggest a better understanding of what it entails in theory and practice to fully integrate culture into national planning and long-term visioning in Africa. The book presents original ways to operationalize culture-based development planning through the capitalization of the cultural resources; promote national heritage, indigenous and autochthonous knowledge and know-how as cultural tools in the service of African development; and identify opportunities for a capacity enhancement programme for African policy officials in the domain of culture and development planning.
